Water Storage in Reservoirs

Additional information to the reservoirs bulletin of DGADR made available since 2015.

Starting in 2015, DGADR has made available, in an editable format, the records of water plans and accumulated volumes in the reservoirs of Group II Hydro-Agricultural Developments, under the responsibility of the Ministério da Agricultura e do Mar, dating back to 2005.

The data is provided via a spreadsheet, enabling interested parties to consult and perform statistical analysis.
The file name includes the date of the data update, which will be maintained on a weekly basis.

To facilitate handling and consultation of the most recent data, the dataset from 2005 to 2008 is hidden by default but can be accessed through the appropriate spreadsheet command.

The new format allows customisation of the following aspects:

– Consolidation of all data series since 2005 into a single spreadsheet;

– Information processing at the desired level, including statistical analysis;

– Graphical representation of reservoir levels and volumes, as well as irrigation campaigns;

– Introduction of new reservoirs;

– Analysis of reservoir filling behaviour;

– Inclusion of descriptions for the operation of more complex hydraulic systems;

– Segmentation of volumes relating to public supply, evaporation, etc.

Requests for Opinions on Non-Agricultural Use of Benefited Properties

Decree-Law No. 86/2002, of 6 April, revised the legal regime for hydro-agricultural works established by Decree-Law No. 269/82, of 10 July. It introduced provisions aimed at safeguarding the integrity of hydro-agricultural perimeters, including Article 95, “Protection of Benefited Areas,” which regulates constructions, activities, and the use of properties or portions of properties within the benefited areas.

As the hydro-agricultural perimeter (benefited area and respective infrastructure) imposes land-use restrictions, it must, under the Legal Framework for Territorial Management Instruments (RJIGT), be incorporated into Municipal Spatial Plans (PMOT), namely the Municipal Master Plans (PDM), Urbanisation Plans (PU), and Detailed Plans (PP). Consequently, any actions to be developed in these areas must be subject to an opinion from central administration entities with jurisdiction over the respective restrictions, as stipulated by the Legal Framework for Urbanisation and Building (RJUE) in the context of consulting entities.

Accordingly, DGADR issues opinions on constructions, activities, and uses concerning properties or portions of properties benefited by hydro-agricultural developments. These opinions, provided for prior communication or municipal licensing purposes, are issued under Article 95 of the Legal Framework for Hydro-Agricultural Works (RJOAH). Furthermore, areas benefited by hydro-agricultural works are part of the National Agricultural Reserve (RAN) through specific integration. As such, they are also subject to the issuance of opinions by the RAN Regional Entity under the RAN regime, as outlined in Decree-Law No. 73/2009, of 31 March, for municipal licensing or prior communication purposes, as stipulated in Article 13 of the RJUE.

Thus, in light of safeguarding the public interest in hydro-agricultural works under the remit of DGADR and improving administrative efficiency, the Request Form and the List of Documents/Elements to be attached to it are provided for submitting opinion requests to DGADR regarding the non-agricultural use of benefited properties. It is emphasised that additional elements may be requested as deemed necessary for issuing an opinion, depending on specific procedural details.
